4.1 Concept and Objectives of the Environmental Institutions

The institutions’ why: the environment’s governance needs the specialised machinery — the science’s assessment (the monitoring, the standards), the permits-and-enforcement (the approvals, the inspections), the coordination (the multi-sector’s integration — the environment crossing every ministry’s line), the voice (the advocacy-and-education). The design’s questions: the independence (the regulator’s capture risk), the capacity (the science-and-staff), the federal distribution (the three-level functions).

4.3.1 Global Environmental Institutions

(a) UNEP — the UN’s environment programme (Nairobi-headquartered): the coordination-and-advocacy; the assessment (the GEO reports); the treaties’ administration (the MEAs’ secretariats’ host); the Assembly (UNEA — the universal-membership’s face); the critiques (the funding’s weakness — the UNEP-vs-programme status).
